Ronald J. Dutton, Ph.D.

Ronald J. Dutton, Ph.D.Dr. Dutton currently serves as Director of the Office of Border Health, Texas Department of State Health Services (DSHS), where he oversees activities of staff members located in border field offices in Harlingen, Laredo, Eagle Pass, Uvalde, and El Paso. Priority office focus areas include coordination of health issues with Mexico, maintaining border health data and information, and inter-agency coordination. Dr. Dutton also administers funds provided by the U.S. Department of Health and Human Services, Assistant Secretary for Preparedness and Response (ASPR), known as the Early Warning Infectious Disease Surveillance (EWIDS) Project, to enhance the ability of border states to rapidly detect and respond to infectious disease outbreaks along the international border.

Dr. Dutton was born in Canada and grew up in Chile, South America. He has worked for the past 20 years in the public health field after receiving a Master’s degree in Environmental Engineering Sciences and then a Doctoral degree in Environmental Toxicology at the University of Florida. Dr. Dutton worked as a Senior Scientist at the International Life Science Institute (ILSI) in Washington, D.C., and later in the Community Health Branch at the Agency for Toxic Substances and Disease Registry (ATSDR) and the Centers for Disease Control and Prevention (CDC) in Atlanta, Georgia.

Dr. Dutton’s areas of professional expertise include international health, environmental health, and public health risk assessment. He has published a number of peer-reviewed articles, served on various state and federal boards, and has served as an adjunct and guest lecturer at several universities. Notable accomplishments include the Texas Structural Pest Control Board (1993-1998); Texas Statewide Health Coordinating Council- Minority Health (2000); Border Health Hero Award: PAHO 100 Year Centennial (2002); Governmental Advisory Committee, U.S. EPA (2005-2007); and Health Worker of the Year: U.S.-Mexico Border Health Association (2008).
