Mauricio E. Leiva
Delegate for Mark Horton Mauricio E. Leiva has worked for state government for over 25 years. Immediately preceding the appointment to Chief of the California Office of Binational Border Health, Mr. Leiva worked as Assistant Division Chief for the Employment Development Department (EDD) Disability Insurance Branch where he managed the implementation of Program Policies, the Disability Insurance Training Program, the Legislative Analysis Unit and a Quality Control section that monitors the delivery of quality products designed to improve customer services.
Prior to that Mr. Leiva served as the State Monitor Advocate for California. In that role he served as the liaison between EDD and the United States Department of Labor on matters related to the protection of farm worker rights and monitored compliance with federal and state labor laws.
He has extensive experience in health program management. For several years, he worked as the Rural Health Manager for the Managed Risk Medical Insurance Board where he managed a network of contracts between health and dental insurance plans and rural clinics in some of the most remote areas of California.
Mr. Leiva served nearly a decade as an Adjunct Professor of Government and Political Science at DQ University, in Winters, California, working primarily with migrant students. Mr. Leiva earned his bachelor’s degree in criminal justice/political science and a master’s degree in education from California State University, Sacramento.
